Las Palmas de Gran Canaria awards €6.8 million contract to renew Local Police fleet

The Ayuntamiento de Las Palmas de Gran Canaria has awarded a contract for the supply of police vehicles under a renting arrangement — a framework agreement designed to continue the renewal of the Local Police and Mobility Agents' fleet. According to elDiario.es (Canarias Ahora) and La Provincia, the Junta de Gobierno approved the award on Thursday, 9 July 2026.

The contract has an estimated value of €6.8 million and an initial term of two years, with the option of two annual extensions. It has been structured across ten lots and was processed through an open procedure, with multiple award criteria and subject to harmonised regulation — a system that, according to the Ayuntamiento, ensures transparency, open competition and efficient use of public resources.

Two companies awarded the contract

The contract has been split between ARVAL SERVICE LEASE, S.A.U. and AT CAPITAL, S.L., based on the technical and economic assessment of the bids submitted.

ARVAL SERVICE LEASE will supply the vehicles under lots 1, 2, 5 and 10, covering liveried super-light vans for road safety education and the UFIPOL unit, unmarked super-light vans for the UE-GOIA unit and canine transport, 4x4 pick-up trucks for the UMEC unit and district support work, and a specialist people carrier for the Traffic Unit. The company will also supply part of the vehicles under lots 3, 6, 7, 8 and 9.

AT CAPITAL has been awarded lot 4, comprising hybrid SUVs without a security partition for patrol duties. It will also supply part of the vehicles under lots 3, 6, 7, 8 and 9, which include hybrid SUVs with a partition for standard patrol work, 4x4 off-road vehicles for operations in hard-to-reach areas, SUVs with and without a partition for the Intervention Unit, and hybrid SUVs for the Mobility Agents.

The background: 64 vehicles

The award brings to a close a process that began several months earlier. In March 2026, the Junta de Gobierno had approved the procurement file for the framework agreement — with no purchase option — at an estimated value of 6,885,432 euros, according to a statement issued by the Ayuntamiento and reported by Canarias Informativa. That contract provides for the comprehensive renewal of the fleet through the addition of 64 new vehicles.

According to figures published by the council, the lots break down as follows: lot 3, the largest at 2,887,200 euros, for 25 hybrid SUVs with a partition for standard patrol; lot 4, at 1,604,880 euros, for 15 hybrid SUVs without a partition; lot 5, at 476,640 euros, for four diesel 4x4 pick-ups; lot 6, at 206,400 euros, for two 4x4 off-road vehicles; lot 7, at 696,384 euros, for six hybrid SUVs with a partition for the UE-GOIA unit; lot 8, at 178,320 euros, for two hybrid SUVs without a partition; lot 9, at 534,960 euros, for five hybrid SUVs for the Mobility Agents; and lot 10, at 117,000 euros, for one people carrier for the Traffic Unit. Lots 1 and 2 cover four super-light vans at 93,648 and 90,000 euros respectively.

In May 2026, the Contracting Committee had already proposed awarding the contract to the same two companies, a step that preceded the final award.

The councillor for Security, Josué Íñiguez, stated that the measure "forms part of the governing group's strategy to continue modernising the material resources of the Local Police and Mobility Agents, equipping the force with vehicles that are more efficient, safer and better suited to the needs of each unit."

A separate body from the Policía Canaria

The Local Police is a municipal force, distinct from the Cuerpo General de la Policía Canaria, which answers to the regional government. In March 2024, the latter took delivery of twenty SUV patrol vehicles, also under a renting arrangement, at an awarded value of 1,156,224 euros — ten assigned to the police headquarters in Las Palmas de Gran Canaria and ten to that in Santa Cruz de Tenerife, according to the Gobierno de Canarias.
